Walter C. Thompson, Chair
Mr. Thompson served as the President and Chief Executive Officer of the Maryland Motor Truck Association
from 1977 through 2003. He is a native of Southeastern Pennsylvania, and currently resides in North East,
Maryland. Mr. Thompson serves as the Chairman of the BESTPASS, Incorporated Board of Directors and has
served on the Board of Trustees for Cecil College since 2004, where he is currently Chair of the Board.
Harry Lenderman, Vice-Chair
Dr. Lenderman lives in Elk Mills and holds a doctorate in educational leadership and innovation from Wilmington
University. He also holds a bachelor’s degree in elementary education and a master’s degree in mathematics
education, both from the University of Delaware. Dr. Lenderman is president of Elk Forge Consulting, Inc.,
and teaches at the University of Delaware. He also started Elk Forge Bed and Breakfast Inn and Retreat in
Elk Mills. Dr. Lenderman was appointed to the Cecil College Board of Trustees in 2003, and serves as Vice-Chair
as of June 2009.
S. Dell Foxx
Mr. Foxx resides in North East, Maryland. He retired from
Mercantile County Bank where he was President and CEO. Mr. Foxx currently serves on PNC Bank Advisory Board
of Directors. Mr. Foxx was appointed to the Cecil College Board of Trustees in 1990. He served as Vice Chair
from 1995-2004, and 2008-2009; and Chair from 2004-2008.
Gerard Wm. Wittstadt, Jr., Esquire
Mr. Wittstadt is a 1992 graduate of the University of Baltimore, School of Law. After law school, Mr.
Wittstadt was commissioned a Lieutenant in United States Navy Judge Advocate General’s Corps.
Upon completion of active duty, Mr. Wittstadt entered the private practice of law, where he is a
partner for Morris|Hardwick| Schneider, whose firm focuses its efforts in the area of real estate law
and specifically towards the needs of the mortgage servicing industry. Mr. Wittstadt is licensed to
practice law in the States of Maryland and West Virginia, and the District of Columbia. Mr. Wittstadt
is a member of the Society of the Cincinnati. He lives on his farm near Elkton, Maryland with his family.
Mr. Wittstadt has served on the Cecil College Board of Trustees since 2004.
Sarah Colenda
Mrs. Colenda is a lifelong resident of Cecil County; she graduated from Perryville High School and
currently lives in Principio Furnace, near Perryville. Mrs. Colenda currently serves as the executive
director of the Principio Furnace Foundation, Inc.,a non-profit organization in Cecil County.
In addition to the Cecil College Board, Mrs. Colenda serves on the Board of Directors for the Lower
Susquehanna Heritage Greenways and the YMCA. She serves numerous community groups including the North
East Rotary, Fair Hill International, Benefits Union Hospital, Perryville Chamber of Commerce, Cecil
County Chamber of Commerce, Boy Scouts Round Table, Cecil County Fair, and the Cecil County Comprehensive
Plan Review Committee. She is also a Maryland Farm Bureau Member, and a Liaison to the Cecil College
Foundation Board. Mrs. Colenda was appointed to the Board of Trustees at Cecil College in 2005.
William W. Davis, Jr.
Mr. Davis is a graduate of Georgia State University College of Law;
he holds a Bachelor of Arts in English from Morehouse College, and currently practices law in Elkton,
Maryland. Mr. Davis currently serves on the Board of Directors for Upper Bay Counseling & Support
Services, Inc., and is a member for the 2nd Judicial District for the State of Maryland Judicial
Nominating Commission. Mr. Davis was appointed to the Board of Trustees at Cecil College in 2007.
Donna Horgan
Mrs. Horgan is a lifelong resident of Cecil County and resides in Elkton;
she graduated from Elkton High School and attended Cecil Community College. Mrs. Horgan serves as
a Desk Officer of the Maryland Senate and Assistant to the President of the Senate. She has been
with the State of Maryland for 31 years. In addition, Mrs Horgan is also a real estate agent with
ReMax Chesapeake in Elkton. Mrs. Horgan was appointed to the Cecil College Board of Trustees in 2007.
