In accordance with Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act ("CARES Act" or the "Act"), The Higher Education Emergency Relief Fund ("HEERF") contained in Section 18004 of the CARES Act, and the guidance issued by the United States Department of Education, including Office of Postsecondary Education’s guidance dated May 6, 2020, Cecil College submits this report concerning the first award Cecil College received under the HEERF consisting of funds for Emergency Finance Aid Grants to students.
Acknowledgement of Funding and Certification
Cecil College reviewed, signed and returned the U.S. Department of Educations’ Certification and Agreement for these funds on April 28, 2020. Cecil College received a grant award notification on May 2, 2020. As required by the certification, Cecil College will use no less than fifty percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants directly to students.

Of the $557,812 Cecil College received under Section 18004(a)(1) of the CARES Act designated for distribution to students impacted by campus disruptions due to COVID-19, Cecil College has distributed $557,812 as of the date of this report.
Eligible Students
Spring 2020 Semester
Cecil College has approximately 979 students as of the date of this report that were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 by filing a valid FAFSA for the 2019-2020 academic year and, thus, were eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act. Further, as per guidance pertaining to Section 18004(a)(1) of the CARES Act, only those students who were still enrolled in credit courses but not 100% online at the time of the campus closure are eligible for funds.
Fall 2020 Semester
Cecil College has approximately 291 students as of the date of this report that are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 by filing a valid FAFSA for the 2020-2021 academic year and, thus, are eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act. Further, as per guidance pertaining to Section 18004(a)(1) of the CARES Act, only those students who are enrolled in credit courses and are not 100% online during the Fall 2020 semester are eligible for funds.
Eligible Students Receiving CARES Act Aid
As of the date of this report, Cecil College has distributed funds it received under Section 18004(a)(1) of the CARES Act designated for distribution to students impacted by campus disruptions due to COVID-19 to 834 students in the spring 2020 semester. Cecil College had 37 students decline the award due to not having related expenses, 6 who accepted the award but did not deposit or otherwise cash their check, and 102 who did not respond and, therefore, forfeited the funds.
As of the date of this report, Cecil College has distributed funds it received under Section 18004(a)(1) of the CARES Act designated for distribution to students impacted by campus disruptions due to COVID-19 to 229 students in the fall 2020 semester. Cecil College had 3 students decline the award due to not having related expenses and 59 who have not yet responded.
Distribution Method
Funds Already Distributed
In order to qualify for Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act, Cecil College students must first be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and incur expenses related to the disruption of campus operations due to the coronavirus. Certain criteria, as outlined by the Department of Education, were also included, such as being enrolled in credit courses and not being fully online at the time of the campus closure and beyond. For the spring 2020 semester: Based on funding level and number of eligible students, a flat amount of $550 was determined as the awarded amount. This amount was the same for all eligible students, regardless of their enrolled hours as it was determined that all students faced the same disruptions caused by the campus closure, irrespective of their enrollment level.
In order to distribute this grant as expeditiously as possible, beginning on May 15, 2020, Cecil College provided Emergency Federal Aid Grant relief to students in the same manner as it had previously provided institutional need-based aid, through students’ online accounts.
For the fall 2020 semester: In an effort to utilize all remaining student distribution funds, and based on number of eligible students, a flat amount of $450 was determined as the awarded amount. This amount was the same for all eligible students, regardless of their enrolled hours as it was originally determined that all students faced the same disruptions caused by the campus closure, irrespective of their enrollment level, and this did not change in the fall semester.
Funds Pending Distribution
As of the date of this report, Cecil College has expended the full portion specifically designated to students and has a further $26,550 pending acceptance and distribution from the intuitional portion. No additional funds are expected to be allocated from the institutional portion for student awards.
Communication to Students Concerning the Emergency Financial Aid Grants
Spring 2020 students were notified of the determination of their eligibility for these funds via email on either May 6, 2020 or May 20, 2020. Due to enrollment requirements, the first cohort of students to receive emails on May 6, 2020 were those scheduled to graduate on May 17, 2020. All remaining students were notified on May 20, 2020. Students were asked to reply to the email and confirm if they had incurred expenses related to the campus closure. Those students who replied had their funds released on a weekly basis to correspond with the date of their reply.
Fall 2020 students were notified of the determination of their eligibility for these funds via email on October 28, 2020. Students were asked to reply to the email and confirm if they had incurred expenses related to the campus closure. Students who received funds previously, during the spring 2020 semester, were asked to confirm expenses totaling the sum of both disbursements. Those students who replied had their funds released on a weekly basis that corresponded with the date of their reply. As of the date of this report no deadline has been given to these students and, provided they have not yet graduated and/or discontinued enrollment, have the opportunity to accept the award.

This amount is the same for all eligible students, regardless of their enrolled hours as it was determined that all students faced the same disruptions caused by the campus closure, irrespective of their enrollment level. These awards will exhaust the student funds awarded to Cecil College and no funds will be held for future terms of enrollment.

Further, as per guidance pertaining to Section 18004(a)(1) of the CARES Act, only those students who were still enrolled in credit courses but not 100% online at the time of the campus closure are eligible for funds.
Eligible Students Receiving CARES Act Aid
As of the date of this report, Cecil College has distributed funds it received under Section 18004(a)(1) of the CARES Act designated for distribution to students impacted by campus disruptions due to COVID-19 to 821 students.
Distribution Method
Funds Already Distributed
In order to qualify for Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act, Cecil College students must first be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and incur expenses related to the disruption of campus operations due to the coronavirus. Certain criteria, as outlined by the Department of Education, were also included, such as still being enrolled in credit courses and not being fully online at the time of the campus closure.
Based on funding level and number of eligible students, a flat amount of $550 was determined as the awarded amount. This amount was the same for all eligible students, regardless of their enrolled hours as it was determined that all students faced the same disruptions caused by the campus closure, irrespective of their enrollment level. In order to distribute this grant as expeditiously as possible, beginning on May 15, 2020, Cecil College provided Emergency Federal Aid Grant relief to students in the same manner as it had previously provided institutional need-based aid, through students' online accounts.
Funds Reserved for Future Distribution
Cecil College has reserved $19,362 for eligible students that incur other additional expenses related to the disruption of on-campus instruction as a result of COVID-19. The reserve amount in Emergency Financial Aid Grants for students under Section 18004(a)(1) may be applied for using the CARES Grant application that will soon be available on the My Financial Aid section of the Finance tab on Cecil College's my.cecil.edu webpage. Cecil College has not finalized its distribution methodology for these funds and reserves its right to modify this report as needed.
Communication to Students Concerning the Emergency Financial Aid Grants
Students were notified of the determination of their eligibility for these funds via email on either May 6, 2020 or May 20, 2020. Due to enrollment requirements, the first cohort of students to receive emails on May 6, 2020 were those scheduled to graduate on May 17, 2020. All remaining students were notified on May 20, 2020. Students were asked to reply to the email and confirm if they had incurred expenses related to the campus closure. Those students who replied had their funds released on a weekly basis to correspond with the date of their reply.

On December 27, 2020, the President signed the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) (P.L. 116-260). This new law gives the U.S. Department of Education (Department) approximately $22.7 billion to distribute to institutions of higher education in order to prevent, prepare for, and respond to coronavirus through the HEERF.
Under section 314(c) of the CRRSAA, Cecil College, an institution of higher education as defined in section 101 or 102(c) of the Higher Education Act of 1965, as amended (HEA), 20 USC § 1001 or 1002(c), may use these supplemental grant funds for Recipient’s Institutional Costs to defray expenses associated with coronavirus (including lost revenue, reimbursement for expenses already incurred, technology costs associated with a transition to distance education, faculty and staff trainings, and payroll); carry out student support activities authorized by the Higher Education Act of 1965, as amended (HEA) that address needs related to coronavirus; and make additional financial grants to students, which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care.

Of the $557,812 Cecil College received under Section 314(a)(1) of the CRRSAA designated for distribution to students with exceptional need in the specified categories, Cecil College has awarded $557,812 as of the date of this report. All funds are currently pending student self-certification in order to be distributed to students.
Eligible Students
For the spring 2021 semester:
Cecil College has 837 students as of the date of this report that were eligible to for funds based on the requirements set forth under Section 314(a)(1) of the CRRSAA. Under Section 314(a)(1) of the CRRSAA these requirements included exhibiting exceptional need, which Cecil College has defined as students having applied for financial aid by submitting a Free Application for Federal Student Aid (FAFSA) for the 2020/2021 year that was received by Cecil as of the date of this report, enrollment in at least one credit under a declared program of study as a non dual-enrolled student, as well as self-certifying to have such need in an applicable category. Per guidance under Section 314(a)(1) students may receive funds even if they are enrolled 100% online as of the date of the report.
For the summer 2021 semester:
Cecil College plans to hold any unexpended funds that were either declined or not accepted during the spring 2021 semester and use them for new awards to enrolled students in the summer 2021 semester. The same criteria based on Section 314(a)(1) of the CRRSAA will be used to determine eligibility in the summer 2021 semester. Additional information regarding awards will be provided after May 2021.

As of the date of this report, Cecil College has awarded funds it was awarded under Section 314(a)(1) of the CRRSAA designated for distribution to students with exceptional need, as defined above, to 837 students.

Emergency funds available to institutions and their students under all emergency funds total $76.2 billion.
