Frank W. Muller, Jr. Memorial Scholarship

NORTH EAST, Md: For generations, the Muller family has been a beacon of community service to Cecil County residents. In the spirit of this enduring commitment, Robert Muller and his family have established an endowed scholarship with the Cecil College Foundation in memory of his father, Frank W. Muller, Jr., who passed away in November.

As an endowment scholarship, this fund will continue to accept donations to grow and provide additional financial assistance to students, shaping the future of paramedic training and certification at Cecil College.

Robert Muller, along with his late father and grandfather, Frank Muller, Sr., has been unwavering in his dedication to ensuring that emergency services are available to residents of Cecil County and that the training and licensing opportunities for the next generation continue to be available.

“The scholarship honors the dedication and service of Frank Muller, who saw the implementation of Paramedic education in Cecil County, which was an integral part of our EMS system and its growth in service to meet the needs of our community. This opportunity to help students meet their potential and grow in the EMS profession extends his vision into the future, ensuring a legacy of shaping the EMS profession and helping our communities,” said Mr. Muller, B.S., NRP, MICRB-E. Mr. Muller is President of the Harford Cecil Volunteer Firemen’s Association and Vice-President of the Cecil County Firemen’s Association. He is the EMS Captain for the Singerly Fire Company in Elkton.

This scholarship honors Frank’s service and dedication to improving emergency services. He joined the Singerly Fire Company at the age of 16 before moving to Ocean City, Md., where he earned his EMT-A certification to be an “Advanced Life Support Provider” (ALS) and an instructor. Returning to Cecil County, he taught the first “Cardiac Rescue Technicians” who served the Singerly Fire Company, laying the foundation for ALS in Cecil County.

As a Cecil County Sheriff Patrol Corporal, Frank implemented a Deputy-Medic Program to allow officers to help victims in need faster, which evolved into a model across Maryland. Upon Frank Sr.’s death, Frank Jr. started the Cecil County Paramedic Foundation to fund the education of ALS Providers in Cecil County.

Frank Jr. was recognized for his dedicated community service with his induction into the Maryland State Firefighters Association and the Harford – Cecil Counties Volunteer Firemen’s Association Hall of Fames. He was the recipient of the Maryland EMS Lifetime Achievement Award.

Frank W. Muller, Jr. Memorial Scholarship promotes the advancement of Paramedic education opportunities for Cecil County citizens and members of the volunteer fire companies. To qualify for this scholarship, recipients must be residents of Cecil County and enrolled in the Paramedic Program at Cecil College while maintaining a 2.0 GPA.
