Loomis wins national procurement awards

NORTH EAST, Md: Cecil College is the recipient of the Universal Public Procurement Certification Council (UPPCC) Agency Excellence Award and the National Association of Educational Procurement (NAEP) Excellence in Procurement Award. Diane Loomis will be presented with the NAEP award during the 2024 Annual Meeting in National Harbor, Md. on March 18. Along with the award, Loomis earned $3,000 in educational credits from NAEP. Loomis is the institution’s procurement manager.
Loomis was the recipient of the 2023 Agency Excellence Award from the UPPCC and the 2024 Excellence in Procurement Award from the NAEP. Loomis was also the recipient of the NAEP Distinguished Service Award in 2020 and 2023.
Procurement involves obtaining the goods and services Cecil College requires to support its daily operations. These functions include sourcing, contract negotiations, providing guidance, advice and counseling to stakeholders, asset management, receiving and inspecting goods, and maintaining a comprehensive purchase requisition and contract database.
“I appreciate the College’s commitment to providing professional development opportunities to its employees. The knowledge I have gained through the CPPO and the NIGP-CPP certification process is invaluable,” said Loomis.
“We are proud of Diane’s dedication and achievements,” said Cecil College Controller Craig Whiteford. “It’s advantageous for our College and those that do business with us to have a certified professional working to improve the college’s operations.”
Through its Agency Certification Award program, UPPCC identifies organizations that have earned the distinguished and unique honor of achieving and maintaining a high percentage of UPPCC-certified staff. As the College’s sole procurement employee, Loomis has maintained her certification.
The NAEP Award of Excellence in Procurement is awarded at the institutional level based on the procurement department’s contributions in support of the institution’s mission. Loomis met environmental shifts by demonstrating innovation through leadership and ingenuity. This award celebrates teamwork, institutional contribution, and best practices.
